

TAKASHIMA, Shiga — An individual was reported to police on July 3 for allegedly violating the River Law after a roughly 70-meter-long path, created without government approval, was found here in March on the shore of Lake Biwa, Japan’s biggest lake.
A man who apparently frequents a nearby fishing port said, “I’ve seen fishermen going over it. You couldn’t build a path like that alone,” turning his head quizzically.
